Consume tempest-horizon from PyPI release

tempest-horizon has been retired (at least in the project-config level),
so we cannot specify openstack/tempest-horizon in required-projects.
Instead we need to install tempest-horizon from PyPI.
The similar approach is adopted in stable/stein [1].
