[doc] Reorganize the content of horizon Admin tab

The "Instances" and "Images" was removed form 'System' tab,
"Compute", "Volume" and "Network" tabs were added to "Admin"
tab, and so on. So thispatch reorganize the content
of the "Admin" tab.
