Code Issues Proposed changes

Can't ignore required package script. 

Module 'horizon/openstack_dashboard/settings.py' imports package
'openstack_dashboard.local.enabled', therfore package script
'openstack_dashboard/local/enabled/__init__.py' can't be marked
to be ignore by git.
