Add missing DOA config value to docs
DEFAULT_SERVICE_REGIONS was recently added and documented in Django OpenStack Auth. In preparation for adding DOA to Horizon, lets add this to the Horizon doc. Change-Id: Ic8a6c45eeec555cdb16068630ae693199e40d6f5
