Pin jQuery to < 2; fixing unusable dashboard JS ('indexOf' of undefined)

Otherwise we get lots of:

    Uncaught TypeError: Cannot read property 'indexOf' of undefined

And the dashboard is completely unusable.

(Actually, <3 works, but the project-requirements-change.py Zuul check
doesn't pass when this isn't <2.)
