[Django 1.9] Do not use django.utils.log.NullHandler
django.utils.log.NullHandler is removed from Django 1.9, this patch uses logging.NullHandler instead. Change-Id: I940e72468400fde85342c44f55cce5f5e2a3c66e Closes-Bug: 1534526 Partially-Implements: blueprint drop-dj17
