Correcting heat resource drill down

Previous commit broken heat resource drill down:
f38ddf2032 (diff-15e3003726d7b90816528ee8248b000f)

This patch fixes the ID attribute, correctly specifies the template,
alters the page to match other detail page styles, and adds a UT to
prevent regression.
