When the admin user logs in and the identity dashboard is not registered we should simply get the default dashboard instead. This fixes a regression introduced in I27300e928855ec10ca5d2a623d636e50d756b698 Closes-Bug: #1680810 Change-Id: I9199d2f5a61925fb86763b0f80152d260906991e
