Add mascot images as resources

I18n team now has official mascot - Parrot!
Logo files are needed to be managed by a repository
to make them useful for future usage such as incorporating
into translation platform dashboard (i.e., translate.o.o).

Foundation materials.
That means you can use them freely, but can’t make derivative work, such
as adding a for-profit company’s logo into your community project’s logo.
