Ben Nemec 0be2088102 Add dib-lint to pep8 tox job 
dib-lint can catch some common errors in elements, so it would be
good to run it on instack-undercloud.  For the moment I'm just
ignoring failures that would require invasive changes to the
existing code, but it might be good to actually fix those at some
point.

puppet-stack-config

puppet-stack-config provides static puppet configuration for a single node baremetal cloud using the Ironic driver. A yaml template is used to render a hiera data file at /etc/puppet/hieradata/puppet-stack-config.yaml.

The template rendering takes its input from a set of defined environment variables.
