Dan Sneddon db489e3409 Add comments to undercloud.conf and overcloudrc
This change adds comments to help document the IP network values in
undercloud.conf.sample and deploy-baremetal-overcloudrc. The
undercloud.conf.sample file is produced by the script
undercloud.py. The comments should help explain what each
of the values represents.
