Dmitry Tantsur ac95888059 Drop an explicit requirement of oslo.log
This library is designed for leaf applications (services, CLI). For
libraries it's enough to use the generic logging.

Unit tests needed adjustment since LOG.exception is implemented via
LOG.error internally.
