Move ironic-standalone-ipa-src to Ubuntu Focal 

The ironic-standalone-ipa-src job uses tinyipa, which should be
ready to be moved to use Ubuntu Focal.
This will allow us to move to build tinyipa with tinycore 11 in
ipa-builder.
