[contributor docs] ironic -> OSC baremetal CLI
For the contributor documents, all the 'ironic' CLI commands are replaced with their equivalent 'openstack baremetal' CLI commands. Change-Id: I5b97e4bb8fc15a9544c1b8fa9b9603c4568020c7 Partial-Bug: #1711235
