ci: unmaintained/yoga - dial back CI jobs

Yoga's CI has a number of jobs which are just not reasonable to
continue to operate. Specifically:

* Grenade
* ironic-standalone-redfish - impacted by a bug in tempest,
   and as such now non-voting due to
   https://bugs.launchpad.net/ironic/+bug/2079023
* Metalsmith (centos8)
* non-voting RBAC/bifrost/postgres CI jobs and other
  failing non-voting jobs.
* Removed ironic-tempest-bios-ipmi-direct-tinyipa which
  was failing due to timeouts when ironic-tempest-partition-bios-ipmi-pxe
  was functionally doing the exact same thing. This reflects
  newer job changes made in more recent branches.
