Adds dhcp-all-interfaces element 

Changes the value of IRONIC_DIB_RAMDISK_OPTIONS to
'centos7 dhcp-all-interfaces' from 'ubuntu' to resolve
the issue in passing the ironic-python-agent-buildimage-dib
test.
