Change 'decom' to clean/cleaning
Decommissioning used to be a thing, but it was changed to cleaning. Change references to 'decom' to the appropiate clean/cleaning word. Change-Id: Ieeed5aae959e0b341ab1056fb84d65d41d3a05fd
