Alessandro Pilotti 6a87c8a6ca Adds OCS Power and Management interfaces
Includes support for the Open CloudServer (OCS) chassis manager
power operations. The OCS design has been contributed by
Microsoft to the Open Compute project.

Implements blueprint msft-ocs-power-driver
