By putting CI job descriptions into the place they are defined, it will be much more difficult to forget to update the documentation. Change-Id: I7836fa3d2f6adf6a97762a6cd13b92177a2cd12e

Jobs description
The description of each jobs that runs in the CI when you submit a
patch for openstack/ironic is visible in table_jobs_description.
Note
Ironic CI jobs are now documented using the "description" field in the job definition that they are created in.
