This commit pins ironic-tempest-plugin to 1.5.1 since stein needs
to support py2 and py3
Also marks the multinode multi-tenant CI job as non-voting as it
is presently failing due to Netmiko authentication errors which is
ultimately unrelated to the CI jobs in general.
