It seems we are enforcing certain dependencies to be always installed on behalf of other projects. The issue I'm facing is we unconditionally install openvswitch-datapath-dkms which isn't necessary for Ubuntu kernels >= 3.13. Even worse, this package isn't available on Ubuntu 16.4 LTS thus breaking devstack setup.sh on that platform.
