Adds an advanced operations standalone test which utilizes a new proposed tempest test to execute against the API. Adds related configuration to enable triggering of the tempest test, and is reliant upon fixes in diskimage-builder, ironic-python-agent-builder (for tinycore support), IPA itself, which contains the root bug fix for the agent.
