Will Szumski d522cacec4 ironic: Set pxe_filter sync_period to 5s

In virtualized CI environments, VMs boot very quickly during
inspection, which can cause them to send DHCP requests before
ironic-pxe-filter finishes its periodic sync (default 45s) to unblock
the node MAC in ironic_dnsmasq.

Reduce sync_period to 5s in CI to avoid this race condition.

Development Kayobe Configuration

This repository provides development configuration for the Kayobe project. It is based on the configuration provided by the kayobe-config repository, and provides a set of configuration suitable for a development or test environment. It is used by default in the Kayobe development environment, and also in the Kayobe Continuous Integration (CI) deployment jobs.
