Split out lint reqs + stop using upper constraints

This fixes CI, as a UC bump of pathspec is giving us conflicts:
    ansible-lint 26.4.0 depends on pathspec<1.1.0 and >=1.0.3
    The user requested (constraint) pathspec===1.1.0
