Save previous kayobe & kolla configuration
In the upgrade CI job, the kayobe configuration is first generated for the previous release. If the job fails while deploying the previous release, we don't have access to the configuration that was used. This change adds previous_kayobe_config and previous_kolla_config to the saved logs.
