Will Szumski 1e963a60ad Update feature flags ...

The flags in etc/kayobe/kolla.yml were out of sync with
ansible/roles/kolla-ansible/vars/main.yml.

This commit sorts them all alphabetically and adds a script to simplify
generating the list.
