Mark Goddard d23658aaf6 Update stackhpc.libvirt-vm and stackhpc.libvirt-host roles
Update libvirt-host to 1.3.0
Update libvirt-vm to 1.6.0

These bring in support for non-hardware accelerated VMs, amongst other
things.
