Code Issues Proposed changes

Temporarily disable k2k tests on train and stein 

The opensuse nodepool node is going through experimental changes that
are affecting devstack runs on stable branches[1]. This change
temporarily disables them so that we can get critical security bugfixes
through the gate. These tests are specific to keystone federation, not
general keystone or devstack functionality.
