Steve Martinelli 15fb5d68cd Use _VersionsEqual for a few more version tests 
Seems like a few tests are failing randomly failing since the
expected and returned data may be in different order.

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
