Steve Martinelli 1bac1dfb0a check if tokenless auth is configured before validating
we could reduce the amount of logging that the tokenless
validation performs by simply checking if there are any
trusted issuers before proceeding.

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
