Brad Topol 28688d1ed6 Remove unnecessary stable attribute value for status
Most routers do not explicitly set the status attribute to
stable since this is the default. To maintain code
consistency with the other routers the setting of the
status attribute to a value of stable has been removed.

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
