Navid Pustchi 2c4f948db0 Fix D400 PEP257 
Currently tox ignores D401.
D400: First line should end with a period.
This change removes it and make keystone docstring compliantwith it.

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
