Brant Knudson 47723ed130 Provide the V3 routers to the V3 extension controller
The V3 extension controller needs access to the V3 routers because
they provide the JSON Home data.

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
