Stephen Finucane 53d547fcb8 Replace use of testtools.testcase.TestSkipped

This has been deprecated for removal [1]. Use the stdlib variant
instead.

Building Docs

Developer documentation is generated using Sphinx. To build this documentation, run the following from the root of the repository:

$ tox -e docs

The documentation will be built at doc/build/.
