Lance Bragstad 0022adb6ae Add policy for limit model protection We plan to expose the enforcement model a deployment is using via the limit API. To generate the sample keystone.conf and keystone.policy.yaml files, run the
following commands from the top level of the keystone directory:

    tox -egenconfig
    tox -egenpolicy
