Jamie Lennox 64c94e74c9 Add identity endpoint creation to bootstrap 
To enable the bootstrapped admin user to perform identity operations we
must also bootstrap the identity endpoint.

Allow specifying service name, endpoint urls and region information to
the bootstrap command.

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
