Steve Martinelli 659529a4ad Add relay_state_prefix to Service Provider
To correctly create an ECP assertion, a keystone acting as an
identity provider needs to know the relay state's prefix used
by the service provider. This is usually 'ss:mem', but is
configurable with mod_shib.

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
