Vishakha Agarwal b836aa221c Remove [signing] config
Since pki-setup was removed in pike.This
patch removes the config options that were
left for backward compatibility, as PKI is
not supported.

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
