Telles Nobrega bb1ac459a4 proxy removed from identity and changed to assignment 
The identity_api served as a proxy for calling the assignment_api
but it was suggested that this proxy should be removed and the calls
should be made directly to the assignment_api.

bug: #1220913

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
