Jeremy Stanley ccd49cf95d Workflow documentation is now in infra-manual 
Replace URLs for workflow documentation to appropriate parts of the
OpenStack Project Infrastructure Manual.

Also update some outdated/obsolete devstack-related URLs.

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
