This API has been in keystone for a long time and we never updated it to stable, yet we treat it like a stable API. This change updates the JSON home document to reflect that. The `implied roles API <https://developer.openstack.org/api-ref/identity/v3/index.html#roles>`_

has been marked as stable. This API was originally implemented in Mitaka
|
|
and marked as experimental. There haven't been any backwards incompatible
|
|
updates since then. As a result, the API is being marked as stable.
