Morgan Fainberg e386e84869 Add new functionality to @wip
@wip now will take a bugid argument and an expected exception. If
the exception raised is different than the expected exception the
test will fail. The bug id is to ensure we have a clear way of tracking
bugs when @wip is used (rather than hoping it is just in the "message"
string).

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
