Ronald De Rose e6a0fd04c8 Password expires ignore user list

This patch adds a way for operators to ignore password expire
validation for specific users. For example, you may not want
passwords to expire for service users. While this may not be PCI
compliant, it could allow operators to meet their specific
security requirements.
