Steve Martinelli 8771aed5ae Update federation docs to point to specs.o.org 
Currently, some parts of the federation docs points to links on
github.com. We should use the new specs.o.org/keystone/api links
instead.

Building Docs

Developer documentation is generated using Sphinx. To build this documentation, run the following from the root of the repository:

$ tox -e docs

The documentation will be built at doc/build/.
