setup.cfg: Restore python_requires after a typo
The "python_equires" typo was introduced by the change
I3980fbc53ce4b954aff5e98087897ea94e50e4fc, commit
a1e209c9a1
.
The typo apparently had a weird effect of declaring our
package as supporting Python 2, although obviously we
quit py2 long time ago.
