Ji-Wei 2d3e376a2c Raise NotImplementedError instead of NotImplemented

NotImplementedError is the name of the exception
(https://docs.python.org/2/library/exceptions.html).
NotImplemented is the name of a constant
(https://docs.python.org/2/library/constants.html).

This patch fix it.

keystoneauth

This package contains tools for authenticating to an OpenStack-based cloud. These tools include:

Authentication plugins (password, token, and federation based)
Discovery mechanisms to determine API version support
A session that is used to maintain client settings across requests (based on the requests Python library)
