The Windows Subsystem for Linux is not a complete implementation of the Linux APIs, and setting TCP_KEEPCNT is currently unimplmenented. Attempting to use this option will cause HTTP connections to fail. This change checks if we are running under WSL, and disables changing TCP_KEEPCNT parameters if so.
