    Enable TLS by default in Bifrost. Bifrost is now configured to enable TLS
    for the services it deploys, and generate self-signed certificates for
    them. TLS may be disabled by setting ``enable_tls`` to ``false`` in
    ``/etc/kolla/config/bifrost/bifrost.yml``.
