I don't suggest you devide neutron-openvswitch-agent(also other microservices) to network and compute.
In multi-node deployment, one node maybe both network node and compute node. It may deploy neutron-openvswitch-agent twice.
In addition, There are other nodes such as controller node. And neutron-openvswitch-agent can be deployed this controller node.

So I think set label equal to specific microservices such as neutron-openvswitch-agent would be better. It can deploy in any node if you set ths label.
