base: use new Linaro repo
During Linaro Connect we decided to create separate repository for Kolla project requirements. And only for those. Repository contains: - libvirt 3.6.0 - qemu 2.10-rc - dpdk 17.05.2 - openvswitch 2.8.0 (with dpdk support) Old repository is still available but just for backward compatibility. Change-Id: I40f6b5e58c3c30f2b01b1f1cd5f275cd96a198a3
